The 2022 program featured a speed limit of 30 km/hour on all routes from May through October. All but one route also had additional measures on weekends and in summer months. These included things like additional signage, barricades directing drivers off-route at key locations, and/or turn restrictions.

    On March 23, 2023, Council approved:

    • Continuing the Enhanced Summer Bike Route program on five routes annually from May 1 until Thanksgiving Day
    • Converting nine of the routes to full time Neighbourhood Greenways with reduced speed limits of 30 km/h, in effect 24 hours per day, seven days per week on a permanent basis and additional traffic calming measures
    • Removing Ravelston Avenue from the program

    The public engagement summary and appendices are now available and provide an overview of the feedback collected for the project.

    An administrative report with recommendations will be presented to the Standing Policy Committee on Public Works on March 7, 2023. If you would like to appear as a delegation, please contact the City Clerk's Department by noon on March 6, 2023.

    Since it began in 2020, the Enhanced Summer Bike Route Program has provided seasonal traffic-calmed recreational cycling options on routes that may one day be studied for permanent cycling infrastructure. The intent is to study routes included in the program if and when time, budget, and resources allow.

    The 2022 program featured a speed limit of 30 km/hour on all routes from May through October. Some routes had other measures like additional signage and limiting vehicle traffic to one block on weekends and during the summer.

    Data collected on the routes suggests the 2022 program accomplished the difficult task of balancing all road users’ needs. We need to hear from cyclists, motorists, and pedestrians to better understand your experiences with the 2022 program.

    Complete the online survey by December 8, 2022. Please note: registration is required to ensure we are hearing from each respondent only once per route while also allowing multiple people in a household to share their views.

    Your feedback will be presented in a report to Council in 2023, alongside information on cost, use, operational considerations, and recommendations for the future of the program. The recommendations on the future of the program will be subject to Council approval and funding.

    The 2022 Enhanced Summer Bike Route program was approved by City Council on April 28, 2022.

    The program was designed based on a combination of public feedback and traffic/cycling data and counts.

    It includes a speed reduction to 30 km/h on 15 routes in effect from May to November, as well as a series of site-specific traffic calming measures to be in place through July and August and on weekends in May, June, September and October.

    The speed limit reduction will be put into place first, over the first three weeks of May on the following streets:

    • Lyndale Drive – Cromwell Street to Gauvin Street
    • Wellington Crescent – Academy Road to Academy Road/Maryland Street
    • Wolseley Avenue between Raglan Road and Maryland Street
    • Churchill Drive between Hay Street and Jubilee Avenue
    • Egerton Road between Bank Avenue and Morier Avenue
    • Kildonan Drive between Helmsdale Avenue and Irving Place
    • Kilkenny Drive between Burgess Avenue and Kings Drive / Kings Drive between Kilkenny Drive and Patricia Avenue
    • Alexander Avenue between Arlington Street and Princess Street
    • Ravelston Avenue between Wayoata Street and Plessis Road
    • Linwood Street between Portage Avenue and Silver Avenue
    • Harbison Avenue West between Henderson Highway and eastern terminus
    • Youville Street between Eugenie Street and Haig Avenue

    This speed reduction will be in place 24/7 from the time signs are installed through October 31, 2022.

    The “weekend/summer” restrictions will be added to the routes following the City’s spring clean-up operations.

    Findings of this public engagement report are included in a larger administrative report, which also includes technical guidance and usership data, as well as recommendations for the 2022 program.

    The 2021 Enhanced Summer Bike Route Program routes have now been added to the Pedestrian and Cycling Strategies’ study prioritization list as potential locations for future permanent cycling infrastructure. Locations on this list are studied when time, budget, and resources allow.

    We are now conducting a survey that will help us better understand how community members, residents, and cyclists experienced the pilot as well as whether there is desire to continue any or all of the routes in an interim fashion beyond 2021. Your feedback will be presented alongside information on costs, usage, and operational considerations in a report to Council in 2022.

    On April 29, 2021, City Council approved for 13 new Sunday/Holiday Bike Routes and expanded operating hours for both the new streets and the City’s four existing Sunday/holiday bike routes.

    These routes are collectively being called the 2021 Enhanced Summer Bike Route Program.

    City crews will begin implementing the program on Monday, May 3, 2021 and will open one route at a time as quickly as possible. We anticipate all routes will be open by mid-May (with the exception of Youville Street which will be delayed by reconstruction on Des Meurons Street).

    The list below will be updated as routes open.

    • Lyndale Drive – Cromwell St to Gauvin St
    • Wellington Cres – Academy Rd to Guelph St
    • Wolseley Ave – Raglan Rd to Maryland St
    • Churchill Drive between Hay Street and Jubilee Avenue

    • Kildonan Drive between Helmsdale Avenue and Irving Place
    • Kilkenny Drive between Burgess Avenue and Kings Drive / Kings Drive between Kilkenny Drive and Patricia Avenue

    A few notes on the 2021 program:

    • Once the routes are operational, motor vehicle traffic on the streets will be limited to one block (with the exception of Lyndale Drive between Lawndale Avenue and Highfield Street, where residents of the bays are allowed to use the route to access their properties).
    • These routes are to be used solely by cyclists. In accordance with the Highway Traffic Act, pedestrians are not permitted on the roadway when a reasonably passable sidewalk is present.
    • Routes are not "open" to cyclists until the City has installed proper signage and barricades. Until these are in place, cyclists and motorists should continue to share the road under normal operational conditions.

    In November 2020, Public Works presented the initial findings from the public feedback program, as well as some key lessons learned. The report was approved. A second report on recommendations for the future of the Open Streets concept will be considered by Standing Policy Committee on Infrastructure Renewal and Public Works this coming Friday, April 16, 2021.
