Consultation has concluded

The City of Winnipeg (City) began a two-year Residential Food Waste Collection Pilot Project in October 2020. During the pilot, the City is collecting food waste from homes in several areas of Winnipeg. The pilot will divert food waste from the landfill and turn it into compost at the Brady Road Resource Management Facility. The pilot will help us determine how to collect food waste from all homes in Winnipeg and if residents feel it is valuable.

Waste diversion is when our garbage goes somewhere other than the landfill. Diverting waste from the landfill reduces the impact of solid waste on the environment. Food waste (like fruit and vegetable scraps, meat, and bones) is a valuable resource because it can become compost.

    On October 26, City Council approved a green cart program for residential food waste. The program will help keep food waste out of the landfill and reduce greenhouse gas emissions. The City will start to prepare for the new program. Next steps include:

    • exploring options to buy and distribute green carts;
    • creating a green cart collection plan;
    • applying for environmental permits, including public engagement; and
    • planning a food waste processing facility.

    The Phase 3 public engagement summary and appendices are now available and provide an overview of the feedback collected for the project.

    The administrative report with recommendations will be presented to the Standing Policy Committee on Water, Waste, and the Environment on September 8, 2023. If you would like to appear as a delegation, please contact the City Clerk's Department by noon on September 7, 2023.

    Final Collection Day for the City of Winnipeg’s Residential Food Waste Collection Pilot Project

    After two years of weekly collection, pilot households will have their final green cart collection the week of September 26-30, 2022. We thank all of you who participated in the pilot project, as well as all other Winnipegger’s who have shown interest in the project.

    Pilot households are welcome to keep their green cart for personal use or for a private food waste collection service, such as Compost Winnipeg’s residential service once the pilot project has ended. Green carts may not be used for recycling, garbage or yard waste collection. Any green cart put out for collection by the City of Winnipeg after the pilot project has ended will not be collected.

    Participant Survey

    To help conclude this initiative, we want to learn about how pilot households’ garbage disposal and food waste habits may have changed during the course of the pilot project. All pilot households received a letter including a card with information on how to complete a short survey. All pilot households are invited to take the survey regardless of how often they used the green cart.

    Year 1 of the residential food waste collection pilot program concluded last month. Thank you to all who participated in the pilot program. We look forward to your active participation as we enter year 2 of the pilot program.

    We also want to thank all those who completed the fall 2021 survey. A few key findings include:

    • 84% of respondents found the Organize Your Fridge brochure helpful, while 59% of respondents found the Weekly Meal Plan magnet helpful
    • When asked if there was any additional information that could have been included in the User Guide, respondents indicated more clarity around composting food/take-out containers (9 suggestions), followed by information on eliminating nuisances like fruit flies and odors (5 suggestions)
    • The majority of respondents (58%) have made changes to reduce food waste over the past year

    The City will be delivering another sample of compostable liner bags to households in fall 2021 for year two of the pilot project. The sample liner bags that households received at the start of the pilot project were expected to last approximately one year, based on an average use of two bags per week. We understand that households have diverse requirements and will use liner bags at different rates. If you run out of liner bags, they can be purchased at most major grocery stores, home and garden centres, and online retailers. Liner bags must be certified BPI compostable. Alternatively, you can line your kitchen pail with a paper bag, newspaper, or simply use it without a liner.

    Thank you to all who participated in Phase 2 public engagement during winter 2020. Phase 2 public engagement included a pilot resident survey and online webinars.     The final phase of public engagement will enable participants to provide feedback at the end of the pilot project on experiences, new issues, and changes in attitudes toward the pilot. Phase 3 is anticipated to begin in summer 2022.

    Curbside collection of residential food waste began on October 5, 2020 and has been occurring for approximately one month.

    We are now inviting participants to join us in one of four webinars and share their feedback on their initial experiences and the materials included in the welcome package:

    In the coming weeks, the City of Winnipeg’s residential food waste collection pilot project will begin for approximately 4,000 households across Winnipeg.

    Welcome packages are being delivered this week to those homes that have been selected for the residential food waste collection pilot project. The welcome package includes:

    Only those homes that received the welcome package can participate in the pilot project. Participation in the pilot project is completely voluntary.

    The City will conduct a few waste audits over the course of the pilot project to see how pilot households are using the program and identify potential issues. The City will also be seeking feedback from pilot households through engagement activities.
