The Winnipeg Parking & Mobility Strategy is a plan for how we manage:

  • On-street and off-street parking.
  • Space along the street (also called the curbside).
  • Mobility services, like taxis, ridesharing and carsharing.

The strategy has three goals:

  1. Balance the use of curbside space to help people move around, access the places they need, and support the city as it grows.
  2. Promote transportation options that are more sustainable.
  3. Keep improving parking services.

    Thank you to all those who participated in this process. Your feedback helped us better understand parking challenges and opinions on parking concepts. Since we engaged the community in 2019-2021, we have updated the recommended strategy to reflect:

    • What we heard
    • New trends
    • City Council directions
    • Major City plans that have been approved since then


    Read the public engagement summary and appendices for what we heard and how it was considered in the strategy.

    The recommended strategy includes actions to reach our parking and mobility goals. Several actions will require further input from stakeholders and the community before decisions are made.

    We are presenting the Winnipeg Parking & Mobility Strategy to the Standing Policy Committee on Public Works on Thursday, November 6, 2025. If you would like to take part, please contact the City Clerk's Department. The deadline to register is noon on November 5, 2025.

  • Extension Requested

    The project team will be going to the Standing Policy Committee on Infrastructure Renewal and Public Works (SPC-IRPW) on November 5, 2021 to provide an update on the Parking Strategy’s progress and to request an extension. An extension will allow the Parking Strategy to be presented alongside the Transportation Master Plan in 2022.

    Thank you to all those who participated in the Winnipeg Parking Strategy public engagement process.

    We heard from you between January 15 and February 19, 2021.

    You told us about your experiences with parking and gave feedback on parking concepts through an online survey (over 1,900 participants), an online forum (150 posts), and virtual events, including meetings with business representatives (55 attendees). We also had over 5,000 visitors to this webpage.

    All of the feedback received will be compiled and considered in revising the Winnipeg Parking Strategy, which will then be recommended for Council’s consideration.

    The Winnipeg Parking Strategy is underway and we are providing information and collecting your feedback to ensure you understand the parking concepts we are considering and to better understand your parking challenges and needs.

    1. Inform stakeholders and the public of the need for a parking strategy and relevant background information.
