In 2022 and 2023, the City of Winnipeg (the City) explored regulations to mitigate negative impacts and concerns caused by short-term rentals. The City asked for feedback from Winnipeg residents and people in the short-term rentals and related industries to learn more about concerns and opportunities related to short-term rentals to determine the best way to approach regulations.

Short-term rentals are temporary accommodations (less than 30 consecutive days) in a dwelling such as an apartment, house, or condominium, provided by a property owner or principal tenant in exchange for payment. Common short-term rental platforms include Airbnb, VRBO, and HomeAway.

  • Council approves by-law changes

    In October and November 2023, Council approved changes to by-laws and the implementation plan for regulating short-term rental accommodations. By-law amendments will come into force in spring 2024.

    Information about licensing and enforcement and the upcoming short-term rental accommodations handbook will be available at winnipeg.ca/shorttermrentals.

    As directed by Council, the Public Service is reporting back to the Executive Policy Committee with amendments to the Accommodation Tax By-law and the Community Safety Business Licensing By-law, a schedule for implementing the short-term rental accommodations regulatory framework and all required resources.

    The Executive Policy Committee will consider this report on Tuesday, October 17. If you would like to appear as a delegation, please contact the City Clerk's Department by noon on October 16.

    As directed by Council, the Public Service is reporting back to the Standing Policy Committee on Property and Development with amendments to the Winnipeg Zoning By-law and Downtown Winnipeg Zoning By-law.

    A public hearing will be held at the Standing Policy Committee on Property and Development on Wednesday, September 13, 2023.  If you would like to  participate in the public hearing process, please complete a public representation form by noon on September 12.

    On February 23, 2023, Council amended and approved the proposed regulatory framework for short-term rental accommodations. Section 2A to 2O of Council’s decision includes highlights of the regulatory framework.

    The Public Service was directed to report back with amendments to the City’s Zoning By-laws in fall 2023. Once regulations have been adopted by Council, the Public Service has been directed to develop a Short-Term Rental Accommodations handbook which will be available on the City’s website.

    On February 14, 2023, the Executive Policy Committee concurred in an amended recommendation of the Public Service.

    The presentation given by the Public Service is available with the minutes from the meeting.


    The next step is Council review. The Regulating Short-Term Accommodations report is on the Council agenda for February 23, 2023.

    The public engagement summary and appendices are now available and provide an overview of the feedback collected for the project.

    An administrative report with recommendations for a short-term rental accommodations regulatory program will be considered by the Executive Policy Committee on February 14, 2023. If you would like to appear as a delegation, please contact the City Clerk's Department by noon on February 13, 2023.

    The recommended regulatory program includes recommendations for zoning and land use, licensing and enforcement, and taxation. If Executive Policy Committee and then Council approves the Public Service’s recommendations, the regulatory program will be further refined in another report to Council and formal draft by-law amendments would be prepared for Council’s consideration.

    Thank you to all who participated in the public engagement. Public engagement opportunities were available from June 2 to June 30, 2022. The public engagement included an online survey and stakeholder workshops.

    Feedback is currently being considered, and a summary of the engagement and next steps will be posted online.
