Background

Winnipeg is expected to grow by 160,000 people and 80,000 homes over the next 20 years (Conference Board of Canada, 2016 Population Forecast).

Downtown is as an important residential community with both mature and growing neighbourhoods. Downtown is a culturally diverse community with people of all ages, incomes, and abilities.

Our goal is to establish a minimum of 350 new dwelling units per year in the Downtown each year until 2030, and 500 dwelling units per year after 2030.

To reach that goal, we need to continue to build vibrant neighbourhoods with housing for all ages, household sizes, and income levels. This includes supporting a wide range of affordable housing options.

We will build on the character of existing Downtown communities. As the population of Downtown grows, it will attract more community amenities and businesses, such as grocery stores. We will work with organizations to foster more diverse arts, culture, and entertainment options.

Guiding the growth of Downtown

Our Winnipeg 2045 and Complete Communities 2.0 (CCDS 2.0) came into effect on May 26, 2022 after receiving formal approval from both City Council and the Province of Manitoba.

OurWinnipeg 2045 is a 25-year vision for the entire city. It provides a vision and policies that influence the delivery of City services, how residents get around the city, and how the city grows.

Complete Communities (CCDS 2.0) is the OurWinnipeg companion document dealing with future land use. It guides growth, development, and land use in Winnipeg.

Now that OurWinnipeg 2045 and CCDS 2.0 are complete, we are ready to create CentrePlan 2050, a long-term plan to address specific planning needs in Downtown, including making future residential development the top priority moving forward.
