We are making a long-term plan that will guide investment and development in Downtown Winnipeg for the next 30 years. CentrePlan 2050 will guide investment in Downtown parks, streets, and buildings. The plan will help transform:

The goal of CentrePlan 2050 is to get more people living and visiting Downtown.

Phase 3 public engagement - Downtown bike routes

As part of CentrePlan 2050, we are designing Downtown bike routes to improve connectivity to, from, and within Downtown. We are in the final phase of this study.

We want to share our recommendations for two specific bike routes. We are making these recommendations based on technical analysis and what we heard through the first two phases of public engagement. Recommendations are available in PDF or HTML format.

    What we heard

    During Phase 3, you shared your thoughts at two open house events, an online survey, and online comments tool.

    Read the Phase 3 public engagement summary and appendices. The summary provides an overview of what we heard from the public.

    Next steps

    An administrative report will be presented to the Standing Policy Committee on Property and Development on July 4, 2024. The report recommends approval of CentrePlan 2050 as a secondary plan bylaw. It also includes recommendations related to both immediate and longer-term plan implementation. This includes a funding request for Graham Avenue to:

    • Develop construction drawings
    • Create an activities and programming plan for the street (Animation Strategy)
    • Maintain the street after construction is complete

    Participate in the public hearing process

    As part of the secondary plan approval process, CentrePlan 2050 will include a public hearing process at the Committee meeting on July 4, 2024. The public hearing process is designed to provide the public with an opportunity to convey their views on development applications or other matters under a City by-law. Public hearings are open to all members of the public.

    To submit your comments in writing or register to speak at the public hearing, complete the public representation form by noon on July 3, 2024.

    As part of CentrePlan 2050, we are also creating:

    • A Streetscape Design Standards Manual
    • A design of key Downtown Bike Routes


    Each of these will be presented to the appropriate Committees of Council in fall 2024.

    In Phase 2, we asked stakeholders for feedback on the draft goals, policies, and actions of CentrePlan 2050. We also asked stakeholders for feedback on the preliminary design of Graham Avenue.

    Next steps

    After Phase 3 public engagement, CentrePlan 2050 will be presented to Council for consideration in summer 2024. This includes the draft design of Graham Avenue. Council approval and funding is needed before detailed design and construction of Graham Avenue can occur.

    In summer 2024, we will conduct Phase 3 public engagement on Downtown bike routes.

    During Phase 1 engagement, you shared your thoughts and ideas at an open house and online through surveys, maps, and an ideas board. The project team also held many stakeholder workshops, organized by topic.

    Read the Phase 1 public engagement summary and appendices. The summary gives an overview of the feedback we collected on the five key themes of CentrePlan 2050.

    What we heard

    What we heard in Phase 1 will help to outline the goals and actions that will become part of CentrePlan 2050. We are also looking at existing plans and strategies for our Downtown. Feedback from Phase 1 will also help inform:

    • Draft Downtown Urban Design Guidelines
    • A draft Streetscape Design Standards Manual
    • Options for key Downtown bike routes
    • Options for re-designing Graham Avenue

    Next steps

    In Phase 2, the project team will continue to work on CentrePlan 2050 with input from Downtown stakeholders. Feedback from Phase 2 will help to complete the draft of Centre 2050. In winter 2024, we will also get feedback from Winnipeggers on options for two Downtown bike routes.

    In Phase 3, a draft of CentrePlan 2050 will be shared for public feedback along with an explanation of how feedback was used to create the draft plan.

    Thank you to all who participated in public and stakeholder engagement. Public engagement opportunities included an open house, five online surveys, three interactive mapping tools, and an ideas board collected under the five key themes of CentrePlan 2050.

    Stakeholder engagement opportunities included meetings and workshops with Downtown residents and stakeholder organizations. Feedback is currently being considered and a summary of the engagement process will be posted online.

    CentrePlan 2050 is about creating a more vibrant Downtown, that works for community members and gets more people living and visiting Downtown. The plan will be the City’s main tool for determining how we experience Downtown over the next 30 years.
