The City of Winnipeg (City) is designing a new recreation centre called the East of the Red RecPlex. This proposed center will be a place where families and individuals can enjoy various activities all in one location. The proposed centre will be approximately 92,000 square feet and will be located at the northwest corner of Transcona Boulevard and Plessis Road, next to the Transcona Library.

    The City is starting the next stage of the East of the Red RecPlex design. The next stage includes a preliminary design and Class 3 cost estimate (accuracy of -20% to +30%).

    The City is reaching out to stakeholders from the following groups this spring:

    • Recreation and leisure
    • Accessibility
    • Social and health equity


    Feedback from the stakeholders and from the previous phase of public engagement in 2021 will help the project team update the design. The updated design will be shared with the public later this year.

    In fall 2023, the Standing Policy Committee on Community Services approved in principle the East of the Red RecPlex feasibility study update. A detailed timeline with the next steps was prepared.

    The City has started planning for the next stage of the project, which includes a preliminary design and Class 3 cost estimate (accuracy of -20% to +30%). A Class 3 cost estimate is required for Council review and potential funding.

  • Council decision

    On March 22, 2023, Council allocated $2 million to start the next stage of the project. The next stage includes a preliminary design and a Class 3 cost estimate (-20% to +30%). Council also directed the Public Service to prepare an estimated timeline for the Class 3 cost estimate, design, site preparation, and construction of the East of the Red RecPlex.

    The Public Service will report back to the Standing Policy Committee on Community Services in fall 2023 with the estimated timeline. Future stages of the project need Council approval and funding before beginning. Funding requires participation from other levels of government.

    The public engagement summary and appendices are now available and provide an overview of the feedback collected for the project. Public feedback on the need, design, and potential amenities supported the updates to the design and cost estimates from the 2018 feasibility study.

    The Feasibility Study update will be considered by East Kildonan-Transcona Community Committee on February 24, 2023. If you would like to appear as a delegation, please contact the City Clerk's Department by noon on February 23, 2023.

    Project funding will be considered within the City’s annual budget process and is subject to availability of City funding, as well as partnership funding from other levels of government.

    Thank you to all who attended the virtual open house on November 8, 2021 or completed the survey. The survey was available from October 26 to November 15, 2021. If you were unable to participate, we encourage you to view the presentation from the virtual open house in the Document Library. Feedback is currently being considered and a summary of the engagement process will be posted online.

Feedback will support the 2018 feasibility study update by ensuring the proposed facility and amenities continues to align with residents’ needs.
