Whyte Ridge Community Centre: Off-Leash Dog Area
We are planning a new off-leash dog area at Whyte Ridge Community Centre (145 Cloverwood Rd.).
We have chosen a small section of green space (approximately a half-acre). It will be separated from the rest of the open space by a fence. The dog area will be about half the size of a community baseball diamond.
This will be a neighbourhood off-leash area. This type of dog park provides recreation space to residents and dogs living within a 15-minute walk. The area would only be used by people with dogs.
The design features:
- Secure fencing
- Benches/seating
- Open areas for running
- Waste receptacles
- Shade trees
- A nearby parking lot
- By-law/enforcement information signage

Background
The Council-approved Off-Leash Area Master Plan (OLAMP):
- Aligns with OurWinnipeg, Complete Communities, the Regional Parks Investment Strategy, and the Recreation and Parks Strategies
- Contains policies and procedures for dog park location, design and operation
- Guides how and where we build dog parks
- Outlines process for meeting local demand for off-leash areas
- Standardizes how we get community and stakeholders involved in the planning process
When planning a new off-leash area, we want to hear what residents value, need, and want. We use this feedback, site visits, user counts and best practices to finalize preliminary designs.
The new site at Whyte Ridge Community Centre follows the OLAMP Implementation Procedures. We have already received a landowner/adjoining land-use petition in support of it.
We are planning a small neighbourhood off-leash area. The fenced, half-acre of open space is roughly half the size of a community baseball diamond.
A neighbourhood off-leash area provides recreation space to residents and dogs living within a 15-minute walk. This is very different from the much larger off-leash regional sites like Charleswood Dog Park and Maple Grove Park. These parks attract users from a much larger region.
This off-leash area is ‘single-use’ meaning only people with dogs can use the secure area.
The design for this site includes:

- Waste receptacles
- Shade trees
- A nearby parking lot
- By-law/enforcement information signage
This is a small location with limited available funds. The design does not include enhanced amenities such as:
- Separated areas for large/small dogs
- A drinking water source
- Waste bag dispensers
- Community message board
- Agility equipment
Public feedback will help us refine the design and ensure the off-leash area meets the needs of the community.
Survey results and an updated design will be included in a recommendation to the Assiniboia Community Committee in early 2025.
