Why is an off-leash area being proposed for this area?

    Whyte Ride Community Centre has hosted a summer-only off-leash area inside an outdoor hockey rink. The existing paved hockey rink will receive new paving and sport court lines in spring 2025. The other rink that has been used for off-leash dog activities will receive a new gravel surface in 2025 to support special events. Whyte Ridge residents contacted their area Councillor in 2022 to request a permanent off-leash dog area.  

    What is the Off-Leash Area Master Plan process?

    This master plan includes policies and standards that guide OLA locations, design, and operations. These policies and standards also provide direction for how to meet local demand for OLAs in a logical and sustainable manner. The document also ensure new OLAs align with OurWinnipeg, Complete Communities, and the Recreation and Parks Strategies. 

    Part of the OLAMP process is to engage stakeholders and the community. We use their feedback, site visits, user counts and best practices to finalize preliminary designs. 


    What will the new OLA include?

    Located at the north end of Cloverwood Road, the proposed design features:

    • Benches/seating
    • Open areas for running
    • Waste receptacles
    • Shade trees
    • Close proximity to a nearby parking lot
    • By-law/enforcement information signage


    Why is a new off-leash area required? What is wrong with letting dogs and owners use the hockey rinks beside the community centre?

    How will a new off-leash dog area fit on the Whyte Ridge Community Centre Park site?

    We are planning the off-leash area for the open green space at the northwest end of the site close to a parking lot. We will keep existing trees here and fence the area off so dogs don’t enter the nearby playground or soccer pitches.

    Has the City talked to the Whyte Ridge Community Centre about the off-leash dog area plan?

    Yes, members of the Whyte Ridge Community Centre have requested that a dedicated year-round off-leash dog area be installed in this park.

    Is there money to build the off-leash dog area?

    Yes, the City of Winnipeg is working with the area Councillor to identify the funds required to install the new off-leash dog area.

    How will the City ensure off-leash dog park users obey the rules?

    The City will install bylaw signage at all entrances to the off-leash area. The signage will also include a prompt to contact 311 with any concerns. Complaints will be investigated and followed up on as required by Animal Services. Animal Services officers will also monitor the area as part of their standard duties within off-leash areas.
