Poverty Reduction Strategy
Winnipeg is a city known for its strong community spirit and history of people coming together for a common purpose. It is also a city where 1 in 8 people are living in poverty, and struggle on a daily basis to put food on the table or a roof over their heads. The Poverty Reduction Strategy will become the foundation for the City of Winnipeg’s work in poverty reduction going forward, by clarifying the City’s role, identifying priority short and long-term actions, and setting out an implementation plan that includes review and renewal.

The 2024-2027 implementation plan includes 103 specific actions across City departments. Council will consider funding for the implementation plan during the 2024 - 2027 multi-year budget process.

The project team used the challenges, priority areas, and potential projects, initiatives, and services from the stakeholder engagement to develop the draft.

Thank you to all who participated. The Phase 1 Stakeholder Engagement Summary and appendices for the second implementation plan (2024-2027) are now available and provide an overview of the feedback collected for the project.
The project team will use the challenges, priority areas, and potential projects, initiatives, and services from the stakeholder engagement to develop a draft Implementation Plan 2024-2027. The draft plan will include proposed poverty reduction projects to complete in 2024-2027 and will be shared with stakeholders in Phase 2 engagement.

Stakeholder input will be used to help develop the second implementation plan (2024-2027), which will be presented to Council in spring 2023.

Share November 25, 2021 on Facebook Share November 25, 2021 on Twitter Share November 25, 2021 on Linkedin Email November 25, 2021 linkOn November 25, 2021, Council approved the City’s first-ever Poverty Reduction Strategy (2021 – 2031), a comprehensive plan, co-created with the community, that includes a practical approach to reducing poverty, increasing equity, and incorporating a “culture of caring” in all City endeavors over the next decade.
The Strategy aims to be a catalyst for additional and increasing action and partnerships going forward to address underlying root causes and localized impacts of poverty in our city, which requires collaboration by all levels of governments, the community, and people with lived experience of poverty.
The first implementation plan for the Strategy includes 80 specific actions across City departments — all of which can be undertaken within existing resources — that will begin over the next 18 months. The Public Service will report back to Council in spring 2023 with a status update and the next implementation plan.

The draft Poverty Reduction Strategy will be considered by the Executive Policy Committee on November 17, 2021. If you would like to appear as a delegation, please contact the City Clerk's Department by 4:30 p.m. on November 16, 2021.
Implementation of the Poverty Reduction Strategy will occur subject to Council approval and is divided into four time frames that align with the City’s multi-year budget.

The draft Poverty Reduction Strategy will be finalized with the help of feedback collected from the stakeholder engagement. A detailed implementation plan will also be developed. The recommended strategy will require Council approval once finalized.

The draft Poverty Reduction Strategy will be created using the feedback collected in Phase 1 of stakeholder engagement. Phase 2 of stakeholder engagement is expected to begin in late fall 2020 and will seek input from various stakeholder groups on the draft strategy including short, medium, and long-term actions. Council will consider the strategy and implementation plan in early 2021 after the strategy is finalized.

Stakeholder input will be used to inform the development of the overall Poverty Reduction Strategy, and to identify priorities and potential actions for implementation within existing budgets.
A core working team has been formed to guide the development of the Poverty Reduction Strategy. This team includes representatives from City departments including the Community Services Department, the Indigenous Relations Division, and the Planning Property & Development Department, as well as community representatives from Make Poverty History Manitoba and the Winnipeg Poverty Reduction Council.
