    What we heard

    In Phase 2, residents shared feedback on the draft plan at a community gathering and through an online survey. The community told us it wants:

    • More housing choices, including affordable options
    • Shops, services, and recreation spaces that bring people into the neighbourhood
    • Better access to the river and riverfront greenspaces
    • Safer, more walkable streets and options for active transportation
    • To keep light industrial uses and local jobs
    • Improved safety and community services to support new development

    Next steps

    An administrative report will be presented to the Lord Selkirk - West Kildonan Community Committee on Tuesday, February 24, 2026. The report recommends approving the Point Douglas Neighbourhood Plan as a secondary plan bylaw.

    The approval process includes a public hearing, which will take place at the Community Committee meeting. This is an opportunity for the community to share views on the plan before a decision is made.

    Thank you for your participation in the Point Douglas Neighbourhood Plan. The plan is now moving forward to a public hearing. Public hearings for secondary plans are advertised at least 14 days before the public hearing. Here’s what you need to know if you want to take part.

    Agenda and draft plan

    The meeting agenda, draft Point Douglas Neighbourhood Plan, and Phase 2 Public Engagement Summary will be posted on February 18, 2026, four business days before the meeting. We will add links to these documents once they are available. We will also notify subscribers and stakeholders.

    About the plan

    The City of Winnipeg has a proposal to adopt the Point Douglas Neighbourhood Plan (Secondary Plan By-Law No. 11/2026). Once adopted, the plan will guide future development in Point Douglas, including the redevelopment of industrial lands.

    Thank you to everyone who has taken the time to contribute to the project.

    We connected with about 90 people at the community gathering event, met with a range of stakeholders and community organizations, and received approximately 250 survey responses online.

    We’re now reviewing all the feedback to help improve the draft plan. Based on what we’ve heard, we’ll make revisions and bring the updated plan to Council for review this fall. As part of that process, there will be an opportunity for you to participate in the public hearing.

    An engagement summary will also be posted, outlining what we heard and how feedback was considered.

    We’re in Phase 2 of engagement for the Point Douglas Neighbourhood Plan. What we heard in Phase 1, along with technical analysis, helped create the draft plan — and now we’re excited to share it with you and hear what you think.

    Rover Avenue improvements
    While not part of the Point Douglas Neighbourhood Plan, construction on Rover Avenue is planned for 2026 — and we're engaging on both projects at the same time. Since the street needs to be rebuilt, this is a great opportunity to make it more comfortable for people walking, biking, and rolling. We're considering two options and want your feedback.

    We would like to thank everyone who has contributed their time and input to the project so far.

    We met with about 90 people at the community gathering event and spoke with approximately 60 residents at the Austin Street Festival. We also held community chats throughout the neighbourhood.

    You also provided your input online. We received over 250 survey submissions, more than 100 pins on the map, and six people shared their stories online.

    We are currently reviewing feedback, which will help us draft the Point Douglas Neighbourhood Plan. We will post an engagement summary that outlines what we heard and how it was considered.

    In the next phase of engagement, we will present the draft Point Douglas Neighbourhood Plan and get your feedback.
