On January 18, 2021 the Standing Policy Committee on Property and Development, Heritage, and Downtown Development (SPC) concurred in the recommendations of the Historical Buildings and Resources Committee (HBRC) and the Public Service, namely:
- That the Crescentwood-Enderton Park HCD Study (Attachment A of the report) be received as information and that the Public Service be directed prepare an HCD plan that considers the character-defining elements as outlined in Attachment B of the report.
- That the nominated HCD boundary be revised as recommended in the HCD Study.
- That the Proper Officers of the City be authorized to do all things necessary to implement the intent of the foregoing.
The next stage in the process is to prepare an HCD Plan, which will be done in consultation with property owners in the area. Owners will receive notice of upcoming opportunities for community consultation.

On October 23, 2020, the Historical Buildings and Resources Committee (HBRC) recommended that the Crescentwood – Enderton Park HCD Study be received as information and that a draft HCD Plan be prepared. The updated HCD Study (found in the documents folder of this webpage will now be reviewed by the Standing Policy Committee on Property and Development, Heritage, and Downtown Development.

Thank you to everyone who participated in the virtual workshop. In total, the site had 376 visits, and 50 surveys were completed.
We are currently analyzing feedback, and working to integrate input into the draft HCD study.
The next step is completing the HCD study and presenting to the Standing Policy Committee on Property and Development, Heritage, and Downtown Development, expected to occur in late 2020. All area property owners will be notified in writing at least 30 days before the draft HCD study is reviewed by the Standing Policy Committee on Property and Development, Heritage, and Downtown Development. A notification email will also be sent to all project page subscribers.

We are continuing our work on the HCD study. Once an area is nominated, an HCD study must be prepared and submitted to demonstrate how the proposed district is architecturally and historically significant and warrants designation. Property owners attended a community meeting on February 26, 2020, and we are building on this meeting through a virtual workshop, accessible through this site.
Property owners will be notified when the HCD study is ready to be reviewed by decision makers, at which point property owners will be able to submit a response in writing or register as a delegation at the public meeting that has the Crescentwood HCD study as an agenda item.

The project team continues to undertake historical and other relevant background research, which will form the basis for landowner consultations in early 2020.
Property owners in the nominated area will receive a notice by mail with more detailed information, and a summary of the feedback received throughout the engagement process will be included in the HCD Study.

Due to circumstances surrounding COVID-19, the property owner workshop scheduled for April 4, 2020 has been cancelled. Property owners in the area have been notified by mail. We are now working to create more consultation opportunities online.
