Consultation has concluded
The City’s vision for public engagement is a city where meaningful engagement and recognition of diverse perspectives and knowledge contributes to better decision making.
We developed the policy, guidance and tools to support all those involved in public engagement to reach this vision.
The Engage Winnipeg Policy guides engagement processes between the City, the public, and stakeholders. This Policy provides the foundation for consistent and meaningful engagement opportunities which support better decision making.

As part of the review, we found we were not meeting all of the principles of engagement all the time. We found that although we looked for ways to reduce barriers to engagement for some groups, it was not always a key focus of engagement.
Following the review, we are recommending changes to the policy to:
Better align the Policy with new City of Winnipeg plans, policies, and strategies that the City adopted since 2019.
Shift towards centering equity in engagement. This means every step in the process focuses on identifying and reducing participation barriers.
Provide clearer definitions and responsibilities.
Move closer to the Policy’s vision.
The Executive Policy Committee of Council will review the recommended changes on March 12, 2024.
An administrative report with the attached recommended policy changes is now available. If you would like to participate in the meeting, please submit comments in writing or register as a delegation by March 11 at noon.

The Engage Winnipeg Policy will be reviewed, at minimum, every five (5) years.
Following approval of the Engage Winnipeg Policy an engagement framework and toolkit will be developed to define the steps to achieve the principles and vision set out in the policy.

Your feedback resulted in an improved recommended policy for Council approval.

In the spring of 2019, Winnipeggers had the opportunity to share their ideas for building engagement through an online survey, online idea forum, and public workshop. Participants discussed their experiences, their challenges with engagement, and how the City can do better to meet participants’ needs and the needs of the community.
Feedback is currently being considered and a summary of the engagement process will be posted online.
