The City’s vision for public engagement is a city where meaningful engagement and recognition of diverse perspectives and knowledge contributes to better decision making. 

We developed the policy, guidance and tools to support all those involved in public engagement to reach this vision.

The Engage Winnipeg Policy guides engagement processes between the City, the public, and stakeholders. This Policy provides the foundation for consistent and meaningful engagement opportunities which support better decision making.

Project Overview

How did we get here?

The Office of Public Engagement (OPE) was created in January 2015 to support the City’s public engagement activities. By January 2017, OPE is fully staffed with 1 manager and 3 officers. In 2018, the draft Engage Winnipeg Policy is developed. Key activities that contributed towards policy development include: meetings with Councillors, a jurisdictional scan, and feedback collected at the International Association of Public Participation - Prairies Chapter Annual General Meeting. In early 2019, OPE sought feedback on the draft Engage Winnipeg Policy with Councillors, the Public Service, Winnipeg residents, and public engagement professionals. In September 2019, Council adopted the draft policy, which guided the development of an engagement framework. Figure 1 below depicts the Office of Public Engagement Timeline.

What are the outcomes?

The Engage Winnipeg Policy is the foundation that supports all engagement activities. It provides consistency and transparency regarding vision, principles, and approach with Council approved direction. The policy guided the development of the framework which outlines the steps and processes for public engagement and defines the steps to achieving the principles and vision set out in the foundation. The toolkit includes branded templates, checklists, and guidance documents to create a consistent look and feel. The toolkit also builds capacity for the Public Service, the public and contractors as well as training for those involved to implement the framework and foundation. Figure 2 below outlines the outcomes of this project: Engage Winnipeg Policy, Framework and Toolkit.
