It’s important that our climate action plan keeps up with these changes and the community’s needs. We want to plan ahead instead of react to climate impacts.

Background

In September 2018, City Council adopted its first Winnipeg Climate Action Plan. Its main focus was lowering emissions. This work includes:

  • Moving to electric buses 
  • Building an active transportation network
  • Constructing low carbon buildings
  • Protecting and growing the urban forest
  • Keeping organic waste out of the landfill

The plan’s short-term actions ended in 2022. Since then, Council has approved stronger emissions targets. These new targets replace the old ones in the Winnipeg Climate Action Plan. They are now part of OurWinnipeg 2045 and the Community Energy Investment Roadmap (CEIR).

The CEIR will guide this Winnipeg Climate Action Plan update. It is the City’s newest climate policy document. It sets out how the City can reach net-zero emissions by 2050. The CEIR looks at many parts of city life, including land use, waste, transportation, housing, electricity, and urban forests.

Besides lowering emissions, the updated Winnipeg Climate Action Plan will also focus on climate resilience. Climate resilience means helping the city prepare for and respond to climate impacts. The need for this work was identified in the first Winnipeg Climate Action Plan.

The updated Winnipeg Climate Action Plan is subject to Council approval and funding.
