Winnipeg Road Safety Strategic Action Plan

On July 21, 2022, Council approved the Winnipeg Road Safety Strategic Action Plan, which will serve as a roadmap for implementing both short-term solutions and long-term investments to ensure the City is doing its part in preventing serious injury and death on our roads.

Thank you to the stakeholders, partners, and the general public for their input that helped shape the plan.

The plan consists of 67 actions to help Winnipeg reach its goal of a 20 percent reduction in fatal and serious injury collisions over the next five years, with a long-term vision of a transportation system that allows people of all ages and abilities to safely move around without experiencing death or serious injury.

We will update you with next steps for implementation in the coming months.

The Phase 3 public engagement report, summary, and appendices are now available and provide an overview of the feedback collected for the project.

The Winnipeg Road Safety Strategic Action Plan will be considered by the Standing Policy Committee on Infrastructure and Public Works on July 5, 2022. If you would like to appear as a delegation, please contact the City Clerk's Department by noon on July 4, 2022.

Thank you to all who participated in Phase 3 of the Winnipeg Road Safety Strategic Action Plan public engagement. Phase 3 included four pop-up events on September 11, 14, 18 and 23, 2021, and an online survey from September 7-30, 2021.

During this period, a total of 246 surveys were completed and there were approximately 114 pop-up interactions.

The project team is now reviewing the feedback received to ensure your views and priorities on the various road safety draft focus areas and actions are considered and reflected in the plan. All the public engagement feedback will be compiled and a summary of the engagement process will be posted online in late 2021. A draft Winnipeg Road Safety Strategic Action Plan is scheduled to be presented to City Council later this year.

If an event is moved indoors due to poor weather, a limited supply of single-use masks will be made available to those without one and gathering sizes will be limited. Your feedback helped us to better understand areas of concern and potential opportunities for road safety improvements.

The public engagement summary and report are now available and provides an overview of the feedback collected for the project so far. Please visit the Document Library on the project page to view these documents.

Public input, combined with the findings from the technical process and collision data analysis, is being used to create the Gap Analysis and inform Phase 2 of the project, during which the project team will develop the vision for road safety and identify key focus areas for the Winnipeg Road Safety Strategic Action Plan.

In Phase 3, the project team will develop the strategies and actions to make Winnipeg’s roads safer. These will be shared with stakeholders and the public to obtain further feedback. The information gathered will help shape the final Strategic Action Plan recommendations, to be presented to Council for their consideration in Summer 2021.

Work on the Road Safety Strategic Action Plan is underway. We want to hear your perceptions of road safety, about your experience as a road user (pedestrian, cyclist or motorist), and how we can improve the safety of Winnipeg roads.

Our public engagement goals for this project are to:

• Understand Winnipeggers perception of road safety issues and their vision for safer roads;
• Understand road safety issues from the perspectives of all road users (pedestrians; cyclists; and motorists);
• Gather input from Winnipeggers on improvements to the road network, road safety enhancements or innovations, and road safety education;
• Gather input from Winnipeggers on their priorities for road safety investments and;
• Communicate how public input was used to help shape the Road Safety Strategies and Action Plan.

At locations marked with an asterisk (*): Get a bike tune up from the WRENCH and tell us why road safety matters to you.

PLEASE NOTE: Public Health measures will be adhered to at all pop-up events. Gathering size will be limited to 50 people at a time, and appropriate social distance will be maintained. The use of face masks at in-person events is highly recommended. If, in case of poor weather, an event is moved indoors a limited supply of single-use masks will be made available to those without one. Please self-screen prior to attending, stay home if you are ill, and wash or sanitize your hands.
