Winnipeg’s iconic historic intersection, one of the most famous in Canada – Portage & Main, has long been part of our city’s narrative, playing a key role in both its physical and cultural landscapes.
Significant investment is needed in Portage & Main’s infrastructure. The membrane (waterproofing layer) that protects the underground concourse is nearing the end of its useable life and requires replacement; without it, there is increasing risk of water damage to the concourse.
The City of Winnipeg is working on a plan to replace the aging infrastructure at Portage & Main and reimagine the shared public space at the intersection.
This study includes a construction plan for enhancements to the public space and concourse entryways, as well as replacing the underground membrane at the intersection; however, no concourse work is included in this project. A separate project focusing on the condition of the underground concourse will guide the City on priority repairs in the short-term.
Opportunity to reimagine Portage & Main
To replace the membrane (waterproofing layer), the intersection needs to be completely excavated (ripped up). This creates the opportunity to reimagine the public space at this iconic intersection.
The vision for Portage & Main will transform the way residents and visitors to Winnipeg experience the intersection. We want to design vibrant, accessible, and safe, public spaces that embrace our rich arts and cultural fabric at the intersection.
It’s important to note that opening the intersection to pedestrian crossings is not being contemplated as part of this study. However, the new design for the barriers will include removable portions to accommodate special public events.
Construction impacts of replacing the membrane
Construction to replace the membrane (waterproofing layer) will take up to three years to complete.
It’s anticipated that there will be traffic impacts at the intersection during construction, including intermittent lane closures and traffic diversions. Pedestrian sidewalks at street level are anticipated to remain open. Movement through the concourse will be restricted during construction. There is no targeted construction timeline or budget at this time. Construction and the budget are subject to Council’s consideration after the study has been completed.
