Thank you for your participation in the Point Douglas Neighbourhood Plan. The plan is now moving forward to a public hearing. Public hearings for secondary plans are advertised at least 14 days before the public hearing. Here’s what you need to know if you want to take part.

The public hearing will also be streamed live on the City’s YouTube channel.
How to participate
You can take part in the public hearing by submitting written comments or speaking at the hearing. You must register by 12:00 noon on Monday, February 23, 2026 to participate. You can register:

Agenda and draft plan
The meeting agenda, draft Point Douglas Neighbourhood Plan, and Phase 2 Public Engagement Summary will be posted on February 18, 2026, four business days before the meeting. We will add links to these documents once they are available. We will also notify subscribers and stakeholders.
About the plan
The City of Winnipeg has a proposal to adopt the Point Douglas Neighbourhood Plan (Secondary Plan By-Law No. 11/2026). Once adopted, the plan will guide future development in Point Douglas, including the redevelopment of industrial lands.
