Council review and public hearing
What we heard
In Phase 2, residents shared feedback on the draft plan at a community gathering and through an online survey. The community told us it wants:
- More housing choices, including affordable options
- Shops, services, and recreation spaces that bring people into the neighbourhood
- Better access to the river and riverfront greenspaces
- Safer, more walkable streets and options for active transportation
- To keep light industrial uses and local jobs
- Improved safety and community services to support new development

Next steps
An administrative report will be presented to the Lord Selkirk - West Kildonan Community Committee on Tuesday, February 24, 2026. The report recommends approving the Point Douglas Neighbourhood Plan as a secondary plan bylaw.
The approval process includes a public hearing, which will take place at the Community Committee meeting. This is an opportunity for the community to share views on the plan before a decision is made.
