Old Ex Renewal: Recreation and park improvements at Sergeant Tommy Prince Place

Winnipeg’s outdoor recreation and leisure spaces contribute to the quality of life for residents and visitors. They improve our health and wellbeing, strengthen our communities, and make our city a more enjoyable place to live, work and play.

When engaging with community members on the North District Police Station (NDPS) in 2018, we heard concern about how the then-proposed construction could impact outdoor recreation facilities and greenspace.

    Thank you to all who took the ParticiPARK survey. The survey was available from September 21 to October 22, 2023.

    Bienenstock Natural Playgrounds will refine the proposed design based on what they heard through the survey. Later, we will seek approval for the design. We will also work with ParticipACTION to determine potential funding sources for construction.

  • ParticipACTION is hosting a community idea jamming session

    ParticipACTION and Bienenstock Natural Playgrounds are hosting a community idea jamming session at Sergeant Tommy Prince Place. We are working with them to explore the idea of a ParticiPARK on-site. It could be part of our ongoing improvements to the site’s outdoor space.

    This family-friendly event will build on the feedback you gave us last summer about the outdoor space.

    Date: Saturday, September 16, 2023
    Location: Sergeant Tommy Prince Place outdoor space, 90 Sinclair Street
    Time: 10 a.m. to 2 p.m.
    Format: Drop in (come and go)

    The event will take place rain or shine. There will be food and fun activities for everyone. Community members of all ages are welcome.

    At the event:

    • ParticipACTION will share information about the ParticiPARK concept.
    • You will tell us what you may want to see in a ParticiPARK design.


    After the event, Bienenstock Natural Playgrounds will develop a preliminary ParticiPARKS design for the site. Participants will receive an email in the week after the event which will include an invitation to take an online survey about the proposed design. Alternatively, participants can complete the survey on the project webpage.

    What is the ParticiPARKS project?

    ParticiPARKS are inclusive and accessible outdoor physical activity and recreation spaces that are being designed in select communities in Canada as part of a pilot project funded by the Public Health Agency of Canada. ParticipACTION and Bienenstock Natural Playgrounds are collaborating with each municipality on its ParticiPARK design to ensure it meets the unique needs of the community.     The public engagement summary and appendices are now available and provide an overview of the feedback collected for the project. Design work on the recreation and park improvements will occur throughout late 2022 and early 2023. Construction is expected to begin in spring 2023.
