Bicycle infrastructure in the Marion-Goulet couplet

Option 1: Enhanced pedestrian/public space + neighbourhood greenway

There is an existing neighbourhood greenway pilot project south of the Marion-Goulet couplet on Eugenie Street. It runs parallel to Marion and Goulet and connects to existing neighbourhood greenways on Youville Street and Edgewood and Tremblay streets, including the pedestrian bridge over the Seine River. It serves as an important cycling connection from southeast Winnipeg to Downtown.

Option 1 would extend the greenway with a bi-directional bike route onto St. Mary’s Road from southbound on the Norwood Bridge onto Eugenie. It would not add any cycling infrastructure on the Marion-Goulet couplet.

This option makes improvements to each mode’s current experience, but also presents some implications:

  • Bikes would be directed onto lower-volume streets
  • There would not be a direct travel option for cyclists accessing local businesses on Marion and Goulet
  • The greenway would continue to offer reduced vehicle volume and improved cycling experience on a designated local route
  • A new protected bike lane would be added on Traverse Avenue (between Marion and Goulet only)


Option 2: Separated bike lane + enhanced pedestrian/public space + neighbourhood greenway

Option 2 proposes protected unidirectional bike lanes on Marion and Goulet, as well as continuing the existing trial neighbourhood greenway on Eugenie Street.

This option makes improvements to each mode’s current experience, but also presents some implications:

  • Unidirectional bike lanes on both one-way streets may encourage people biking in the wrong direction on the respective one-way
  • Access from parking to businesses may require reconfiguration or may cross a bike lane
  • Unidirectional lanes create more potential conflict points between pedestrians and cyclists
  • The option would add complexity to street use such as traffic lane configurations, turning movement conflicts, and additional signage to guide and prompt safe behaviour
  • Having active transportation options on both Marion and Goulet streets could bring more people and vibrancy to the neighbourhood
  • Dedicated/protected bike lanes would offer safer travel options for cyclists wanting to access local businesses
