Infill development is an important aspect of renewing and revitalizing Winnipeg’s mature communities. In Glenwood, where significant infill housing has occurred over the past 10 years, it has also contributed to many issues for the neighbourhood.

On June 24, 2021, Council approved the Small-Scale and Low-Rise Residential Development Guidelines for Mature Communities (Residential Infill Guidelines). These guidelines are a tool for designers, developers, and residents to help ensure that new housing development fits with the character of the community and surrounding area.

The City of Winnipeg (City) is now developing a Planned Development Overlay (PDO) to strengthen the Residential Infill Guidelines in Glenwood. The PDO will help reinforce parts of the guidelines related to character of houses, privacy, sunlight, landscaping, and trees by putting them into regulations.

​Background

Between 2017 and 2020, Winnipeggers provided input on residential infill design guidelines and location criteria to help ensure that new housing in mature communities is compatible in form, scale, and design, and to help determine when and where density changes should occur on residential streets.

On June 24, 2021, Council approved the Small-Scale and Low-Rise Residential Development Guidelines for Mature Communities (Residential Infill Guidelines). Throughout the creation of the Residential Infill Guidelines, many concerns were raised related to residential infill development in the Glenwood neighbourhood, including the character of houses, privacy, sunlight, landscaping, and trees. Other infill-related issues that we raised included pace of development, park space, construction site practices, traffic, parking, waste water capacity, and drainage. 

During the adoption process, Council directed the Public Service to complete a secondary plan for the Glenwood neighbourhood. However, it was later determined that a PDO would be more effective to address ongoing infill issues.

The Glenwood neighbourhood is bounded by Fermor Avenue to the south, the Seine River to the east, Carriere Avenue to the north, St. Mary’s Road to the west, and St. Anne’s Road to the southwest.
