Why is a master plan necessary for the Fort Gary Community Centre-Victoria site?

    The existing 1940’s hall building has reached end of its life. It has significant issues including building code, accessibility, and functional deficiencies, as well as hazardous materials. Decisions need to be made on what to do with the building and what could be provided in its place if it was removed. There are also many opportunities for other park and recreation improvements at the Victoria site to better meet community needs.

    The master plan will be used to guide future projects and budget requests at the Victoria site.

    What is the process for coming up with options and finalizing the master plan?

    A consultant was hired to recommend options and work with the City and Fort Garry Community Centre Board to develop a master plan that incorporates public feedback. The final master plan aligns with the Winnipeg Parks Strategy, the Winnipeg Recreation Strategy, and is supported by the Board of Fort Garry Community Centre.

    Has a decision been made to remove the old hall building?

    Given the age and condition of the building and funding realities, the master plan proposes removing the old hall building and replacing it with a spray pad. The building has not been used since 2020.

    Is there any approved funding for improvements?

    No, there is no approved funding.  The master plan will include cost estimates that can be used by the City and Fort Gary Community Centre for future budget and grant requests. Council approval may be required before implementing the master plan based on what improvements are proposed and their cost.

    What would be required to reopen the hall building?

    The hall building is in poor condition and would need an estimated $2.0 - $2.7 million over the next 10 years to improve accessibility, plumbing, heating, and exterior elements as well as hazardous material removal.

    What types of programming occurs at the Victoria site?

    The Fort Garry Community Centre offers the following at the Victoria site: baseball and softball on the athletic fields, hockey, ringette, and pleasure skating on the outdoor rinks, a seasonal off leash dog park in the southern outdoor rink, City of Winnipeg children's programming during the summer, and the opportunity to book space (including birthday parties) in the skate change building.

    When will construction begin?

    Funding is required before construction begins. The master plan proposed that the work is divided into eight phases, which will not all be completed at once:

    • Outdoor canteen and bike racks
    • Rain garden
    • Community garden and orchard
