The City of Winnipeg’s multi-year budget provides a plan for the City’s revenue and expenses from 2020-2023. This plan gives the City a blueprint for spending over four years. The multi-year budget process allows for flexibility because each year, the budget has to be approved by City Council.

In 2020, a pandemic created unexpected impacts on the City. City Council will have to make some decisions on how to adjust the budget to accommodate the financial impacts from the pandemic.

In order to assist Council in updating the multi-year budget for 2021, get involved and let us know what you value most and how that may have changed since the COVID-19 pandemic. You can also see how a representative sample of Winnipeggers view City services from the 2020 citizen satisfaction survey.

All of the public's input on the budget helps to inform City Council’s deliberation of the draft budget, leading to the approval of the 2021 update to the multi-year budget.

    November 16, 2020 - The public engagement summary is now available in the Documents section. Appendices are also available.

    The preliminary 2021 Operating and Capital budgets for the City of Winnipeg will be tabled at a special meeting of Executive Policy Committee on Friday, November 27, 2020 at 2 p.m. Budget meeting details and dates are availalble at winnipeg.ca/budget2021.

    If you would like to provide feedback on the preliminary budget in-person, register to appear as a delegation at the appropriate committee.

    November 2, 2020 – Thank you for your feedback

    We received 769 online surveys between October 9 and 30. The feedback will be analyzed and summarized in order to assist Council in their budget decision making for the 2021 update to the multi-year budget. Those who subscribed for updates will be notified when the summary is posted and when the Executive Policy Committee tables the preliminary budget.

    • Complete our survey to tell us about your priorities for City spending and managing your tax dollars – survey closes on October 30, 2020.
    • Register to speak at a Policy Committee or City Council meeting virtually or in person – details in November at winnipeg.ca/budget
