What is zoning and why does it matter?

    Zoning sets the rules for how land and buildings can be used and developed. It helps shape neighbourhoods by regulating things like:

    • What can be built (homes, shops, offices)
    • How land is used
    • Building size, height, and number of units
    • Where buildings sit on a lot (setbacks)
    • How buildings fit with nearby streets and homes
    • Site layout (buildings, parking, driveways, open space)
    • Landscaping


    The city is divided into different zones (like residential, commercial, or industrial), and each property has a zone that sets the rules for what can happen there. Some uses are automatically allowed, while others may need City approval.

    Every property in Winnipeg has assigned zoning rules. Any new building or development must follow them.

    Why is the zoning by-law being updated?

    Winnipeg currently has two separate zoning by-laws—one for downtown and one for the rest of the city. They were last fully updated about 20 years ago.

    The rewrite will combine them into one city-wide by-law that’s easier to use, supports more housing options, and helps guide development in ways that fit our neighbourhoods.

    A lot has changed in the last 20 years, so some zoning rules don’t match the city’s current policies for growth and development. The new by-law will make the rules clearer and more consistent for everyone.

    How are stakeholders going to be involved in the process?

    We are working with a wide range of stakeholders throughout the project to gather input, test ideas, and help shape the new zoning by-law. This includes:

    • Community groups
    • Builders and developers
    • Economic development groups
    • Environmental and sustainability groups
    • Government partners
    • Planning and design professionals
    • Downtown groups
    • Other industry professionals

    How will this affect my property?

    Most properties will stay in the same zoning category. For example, residential areas will remain residential.

    Some recent zoning changes that support new housing are already in effect. These ideas will be carried forward as part of the new zoning by-law. This project provides an opportunity to explore further improvements. We’ll share more details later in the project, including maps showing any proposed changes, so you can see what it means for your property.

    Will this affect property taxes or property values?

    Zoning is one of many factors that can influence property values, but it’s not the only one.

    At this stage, we don’t expect the new zoning by-law to have a significant impact on property taxes overall. It’s also not possible to predict how individual properties may be affected.

    Any changes will be applied in a consistent and fair way across the city.

    How is this project funded?

    Council approved $1.8 million from the federal Housing Accelerator Fund (HAF) to support the Zoning By-law Rewrite.

    The Housing Accelerator Fund, delivered by the Canada Mortgage and Housing Corporation (CMHC), helps the City increase housing supply by removing barriers and updating zoning rules.
