The City is building a new regional multi-use, multi-generational South Winnipeg Recreation Campus (SWRC) to meet the community’s recreation needs. The project will be built in multiple phases, with design work for Phase 1 starting in fall 2022 and construction expected in 2026-2027. Phase 1 includes gymnasiums, multipurpose rooms, indoor walking track and fitness area, a child care centre, and an outdoor spray pad. An addition to Pembina Trails Collegiate (50 Frontier Rd.), that supports vocational programs, will also be constructed as part of Phase 1.

    On May 30, 2024 Council added $23 million to the project budget. The extra money will be financed through debt. The City will also continue discussions with the provincial and federal governments about funding.

    Costs to build the South Winnipeg Recreation Campus have gone up since the project began. Higher costs are largely from the COVID-19 pandemic and its effects on the construction industry. The City is looking at ways to manage these higher costs.


    An administrative report with recommendations will be presented to the Standing Policy Committee on Community Services May 8, 2024. If you would like to participate in the Committee meeting, please submit your comments in writing or register as a delegation by noon on May 7, 2024.

    The Phase 1 public engagement summary and appendices are now available and provide an overview of the feedback collected for the project.

    What we heard during Phase 1 engagement will help identify the programming needs and community priorities. Stakeholder engagement is ongoing. The architect will use the needs and priorities identified in Phase 1 of engagement to design the new South Winnipeg Recreation Campus.

    The City will share the design with the public and stakeholders later this year during Phase 2 engagement. Feedback will validate the design and adjustments will be made based on Phase 2 feedback.

    Thank you to all who participated in Phase 1 public engagement. Phase 1 included meetings with stakeholder organizations, public workshops, and a survey. Feedback is currently being considered and a summary of the engagement process will be posted online.

    Planning of the SWRC is starting. We want your input to ensure the campus meets the community’s needs.

    Our public engagement goals for this project are to:

    • Gather input on priorities for the new SWRC
    • Understand the concerns and hopes of people in southwest Winnipeg for the new recreation facility
    • Communicate the project opportunities and challenges
    • Communicate how public input helped tailor the amenities at the new SWRC


    In this phase of public engagement, we want to hear from residents of southwest Winnipeg about what activities they want to be able to do at a new recreation facility and how they will use the new facility. We are asking for input to help tailor the planned facilities (gymnasiums, multi-purpose rooms and fitness areas) to residents’ needs.

    We are inviting Winnipeggers to provide their input through a survey and at the following workshops:
