Planning for our shared future: OurWinnipeg & Complete Communities

OurWinnipeg 2045 and Complete Communities 2.0 review processes have reached the start of the approvals phase. The anticipated process will unfold as follows:

  1. January 15, 2021- the Executive Policy Committee (EPC) agenda with the OurWinnipeg 2045 and Complete Communities 2.0 reports has been made public. You will find the: First Reading reports, draft policy incorporating feedback from Phase 3 public engagement, a rationale for the edits made, and a status of motions referred to OurWinnipeg since 2016.
  2. January 20, 2021- Executive Policy Committee will meet to consider the reports and if they will make a recommendation to move the reports to Council for First Reading. Once First Reading by Council is achieved, EPC will hold a combined Public Hearing on OurWinnipeg 2045 and Complete Communities 2.0 at a date to be determined.
  3. Public Hearing- We will inform you when a date is confirmed and when the Public Hearing Report agenda is public. This report will include a more detailed accounting of the review, the engagement process, and feedback to date. You will have an opportunity to register to attend the Public Hearing as a delegation.   4. After the Public Hearing- EPC may recommend Second Reading by Council and request any amendments based on what they heard at the Public Hearing.
  5. After Second Reading- Council will share OurWinnipeg 2045 Provincial Approval. The Province may request amendments prior to sending it back to council for Third Reading and adoption.
  6. Third Reading- Council will determine when Third Reading for Complete Communities 2.0 will occur as it doesn’t require Provincial approval.

As part of the decision making and report review process, there is an opportunity for members of the public to appear as a delegation before the Executive Policy Committee (EPC) when the report is brought forward on Wednesday, January 20. The meeting will begin at 9:30a.m. in the Council building at 510 Main St., and will also be streamed online. The meeting agenda is now available online.

    Complete Communities 2.0 (CCDS) is based on priorities outlined in OurWinnipeg, and sets future direction for how land will be used in Winnipeg. This version of the CCDS specifically highlights three key directions, namely:

    • Aligning development with transit services
    • Ensuring that a minimum of 50% of all new housing units will be accommodated in the existing built-up areas of the City (Downtown, major redevelopment sites, corridors, mixed used centres, established neighbourhoods)
    • Introducing a greenfield phasing plan to prioritize where new developments (excluding infill) will be located in the future
