Why is an off-leash area being proposed here?
People have often used the park’s underused baseball diamond to exercise their dogs. Because of this, the area councillor started the Off-Leash Area Implementation Procedure to look at adding a new off-leash dog area in the area. There is no off-leash dog area close to this neighbourhood. A new off-leash area would give local residents a nearby place where their dogs can run safely.
Why are you removing a baseball field?
The baseball diamond has not been used for league play for several years. Other baseball fields are nearby. A softball diamond is 1.9 km away at Bridgwater Park. A hardball diamond is 3.3 km away at Kirkbridge Park. Local residents have been using the baseball field at Shaheed Bhagat Singh Park to exercise their dogs. The area is now being considered for an off-leash dog area.
What is the Off-Leash Area Master Plan and implementation procedures?
This master plan sets guidelines for where off-leash areas can go and how they should be built and managed. It helps the City plan new off-leash dog areas in a clear and fair way. The goal is to meet local demand while using park space in a responsible way. The plan also supports other City plans, including OurWinnipeg, Complete Communities, the Regional Parks Investment Strategy, and the Recreation and Parks Strategies.
This procedures give a step-by-step process for implementing a new off-leash area. It sets out the roles and responsibilities for each step, including asking for input from residents and community groups. We review this feedback along with site visits, user counts, and best practices. This information helps shape the design for the area.

How will a new off-leash dog area fit on the Shaheed Bhagat Singh Park site?
Fencing will help separate the off-leash area from other park activities. The proposed off-leash area is about one hectare in size on the north side of the park. Similar to other areas of the park, the off-leash area would include trees, signs, seating, and waste bins.
Has the City talked to residents in Bridgwater Trails about the off-leash dog area plan?
Yes. Early outreach was done in the neighbourhood. Staff from the ward councillor’s office went door-to-door to collect feedback through a petition. They collected 18signatures representing 24 landowners.
This was followed by a post on the ward Councillor’s Facebook and webpage.
Now we are asking for feedback on the proposed design before building the off-leash dog area.
Is there money to build the off-leash dog area?
Yes. The City of Winnipeg is working with the ward councillor to confirm funding for the project.
Right now, $275,000 has been set aside to build the off-leash dog area. This includes $225,000 from the Communities Fund for the Waverley West ward. It also includes $50,000 from the Civic Initiatives, Promotional and Protocol Fund from the Mayor’s Office.
How will the City ensure off-leash dog park users obey the rules?
The City will install bylaw signage at all entrances to the off-leash area. The signage will also include a prompt to contact 311 with any concerns. Complaints will be investigated and followed up on as required by Animal Services. Animal Services officers will also monitor the area as part of their standard duties within off-leash areas.
Where will visitors to the off-leash area park?
Street parking is available on Appleford Gate.
On-site parking is usually included for community sized off-leash areas. This site is about 1 hectare, which is on the smaller end. Community sites range from 0.5 to 8 hectares. Keeping green space was a higher priority than building a new parking lot.
